CONDUCIVE ECOSYSTEM FOR THE PUBLIC SECTOR AWARD (EKSA)

BACKGROUND

The Conducive Ecosystem for the Public Sector (EKSA) was introduced by the government in 2014 as a rebranding initiative of the 5S Practice that had been implemented previously. The core components of EKSA are still based on the 5S principles, but with the addition of several new elements. EKSA is not intended to replace the 5S concept but rather to enhance it by supporting the creation of a more conducive work environment.

EKSA places emphasis on the corporate image of a department through the quality of work it presents. It also stresses the importance of establishing a conducive work environment to ensure that employees are prepared to deliver their best service. Through EKSA, all staff members are encouraged to continuously strive for creative and innovative work outcomes. Green practices are also to be cultivated as initiatives to reduce waste and minimize environmental pollution.

OBJECTIVES

  • To increase productivity and deliver a more efficient service system.
  • To enhance satisfaction for both internal and external clients who interact with the service and products provided.
  • To elevate UMPSA’s image through a quality work environment that contributes to efficient and effective service delivery.
  • To motivate the organization and staff to work more excellently by maintaining a clean, neat, comfortable, organized, and systematic workplace.

This award is presented to the top three departments (PTJ) that score a minimum of 80 percent and above based on an audit conducted according to the criteria set by the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), Prime Minister’s Department.

EXCELLENT SERVICE AWARD (APC)

BACKGROUND

The awarding of the Excellent Service Award is in accordance with the Administrative Development Circular Number 2 of 2002. It is a recognition given to staff who have demonstrated excellent performance throughout the evaluation year. This award is open to all staff, whether permanent or contract, who have completed one full year of service by the final day of the evaluation period and have received a performance evaluation score of at least 90 percent. Selection is made by the Human Resource Management Committee. The quota for the Excellent Service Award is calculated based on 8 percent of the total number of active staff for the current year.

OBJECTIVES

The objectives of the award are to:

  • Appreciate the excellent contributions made by staff;
  • Serve as a role model to other staff; and
  • Instill a culture of excellence in the workplace.

CRITERIA

  •  Achieved a performance evaluation score of 90 percent and above;
  • Completed at least one year of service in the evaluation year;
  • Open to both permanent and contract staff;
  • Free from any charges, complaints, or disciplinary actions;
  • Has declared assets within the last 5 years from the end of the evaluation year (December 31);
  • Has a good attendance record throughout the evaluation year ending December 31; and
  • Contributions made by the staff to the department, university, community, district, state, and nation.

INCENTIVES AND REWARDS

  •  Excellent Service Award Certificate; and
  • BSN Premium Savings Certificate worth RM1,000.00.

EVALUATION PANEL

  •  Evaluated or selected by the Department-Level Evaluation Panel (Pre-APC Committee) based on the criteria; and
  • Confirmed by the Human Resource Management Committee (JPSM).

AWARD FOR UPHOLDING THE MALAY LANGUAGE AS THE LANGUAGE OF KNOWLEDGE AT UMPSA

BACKGROUND

The launch of the Action Plan for Upholding the Malay Language as the Language of Knowledge in Higher Education Institutions (2011–2015) by the Minister of Higher Education on 27 October 2011 marked a significant step towards strengthening the role of the Malay language in learning, teaching, research, and publication at the tertiary level. This initiative was introduced to reinforce and elevate the status and function of the Malay language as a language of knowledge.

The current implementation of the Action Plan for Upholding the Malay Language as the Language of Knowledge in Higher Education Institutions (2023–2030) is aligned with the Policy to Uphold the Malay Language and Empower the English Language. This ensures continuity from basic education to higher education in the effort to establish the Malay language as a scholarly language.

The Award for Upholding the Malay Language is one of the initiatives supporting the 2023–2030 Action Plan, specifically under initiative 2.3.2, which focuses on recognising faculties and individuals in public universities (UA) who contribute to the promotion of the Malay language.

THE AWARD TARGETS INCLUDE:

  • The number of recognitions awarded annually by the university to academics who contribute to the elevation of the Malay language;
  • Recognition may take the form of certificates of appreciation, grants, awards, and similar accolades;
  • Recognitions may serve as one of the criteria for nominations for ministry-level awards.

OBJECTIVES

  • To encourage more academic staff at UMPSA to produce scholarly works in the Malay language; and
  • To encourage UMPSA to organise programs and promote activities using the Malay language as the primary medium.

RESEARCH, INNOVATION AND COMMERCIALIZATION AWARD

BACKGROUND

The Research, Innovation, and Commercialization Award is established as an initiative to recognize and appreciate the achievements of academic staff in producing high-quality, high-impact publications and research with commercialization potential, supporting the nation’s development toward technological advancement and global competitiveness. This award also serves as an initiative to cultivate a culture of research, innovation, and commercialization among academic staff at UMPSA, ultimately contributing to the university’s efforts in achieving the strategic objectives outlined in the UMPSA 25 Strategic Plan.

OBJECTIVES

  • To recognize and appreciate the contributions of academic staff in the areas of research, innovation, and commercialization;
  • To serve as a catalyst and motivation for UMPSA academic staff to further enhance their excellence in research, innovation, and commercialization;
  • To encourage the culture of research, innovation, and commercialization among UMPSA academic staff; and
  • To act as an initiative to improve the visibility and reputation of UMPSA in research, innovation, and commercialization both nationally and internationally.

COMMUNITY PERSONALITY AWARD (APM)

Background

This award serves as a recognition and tribute to individuals, including external parties, who have made significant contributions to the community through UMPSA. The focus is on members of the local community—both from within the university and from outside—who actively and consistently engage with and support communities within and beyond the university, demonstrating strong moral character and exemplary personality. This includes involvement in community-based initiatives such as humanitarian missions, social aid, human capital development, cultural activities, facility development, community associations or organizations, neighbourhood committees, and volunteerism.

Objectives

The objectives of the award are to:

  • Recognise UMPSA members and external individuals who have rendered dedicated service and contributed positively to the university’s reputation; and
  • Encourage both UMPSA community members and external individuals to play an active role in community development.

AWARD CATEGORY

The Community Personality Award is presented to individual recipients in both male and female categories.

ELIGIBILITY CRITERIA

  • Open to all UMPSA staff or external individuals through UMPSA programs;
  • UMPSA staff must have served the university for at least three years;
  • External individuals must have contributed meaningfully to UMPSA’s reputation;
  • Application forms must be endorsed by the head of department; and
  • Recognition from a relevant authority or body is required.

EVALUATION CRITERIA

  • Demonstrates community leadership qualities;
  • Contributes expertise and knowledge that positively impacts the community;
  • Possesses outstanding personal values and is well-regarded within the local community;
  • Provides support toward community wellbeing and fundraising efforts;
  • Contributions must span at least three years, including the current year;
  • Must be endorsed by a relevant authority or organization.

PARTICIPATION REQUIREMENTS

a) Open to all UMPSA staff or external individuals involved through UMPSA programs.
b) Must have served with UMPSA for at least 3 years (for UMPSA staff); or
c) External individuals who have contributed their services in upholding the good name of the University through UMPSA.
d) The participation form must be verified by the Head of Department; and
e) Recognition from a relevant or authoritative body.

NOMINATION

  • The Secretariat may nominate candidates, or they may be nominated by other staff, or submit self-nominations.
  • Nominations must use the official Participation Form provided.

EVALUATION CRITERIA

  • Demonstrates community leadership qualities.
  • Contribution of expertise and knowledge that positively impacts the community.
  • Exemplary personal values and well-recognized within the local community.
  • Contributions made toward community well-being and funding efforts.
  • Contributions must have been made within the last three years or the current year.
  • Endorsed by a relevant or authoritative body.
